Because stars are incredibly distant, they act as point sources of light. The Earth's atmospheric conditions (temperature and density winds) are highly erratic. This constant shifting causes the refracted path of starlight to waver continuously. Consequently, the apparent position of the star fluctuates slightly, and the amount of light entering our eye flickers, creating the dazzling effect known as the twinkling of stars. Planets, being much closer, act as extended sources of light that average out these variations, which is why planets do not twinkle.
