Reluctant is a person or a living being who experiences a form of hesitation in doing or not doing individual acts, e.g. asking for help, speaking to someone, travelling pillion, etc.

Inefficient is about the quality or manner the work is done. The result of unproductive work or incompetent person is always bad/weak.
