On a non-insulated wire, it won't matter much until your contact sliding velocity is near to order 10^8m/s (Theoretical thermal velocity of electrons in copper), and even then the intent of finding a velocity where the contact point does not receive shock is incorrect because the material nature of the human body is that of a Conductor. And a conductor will try to conduct in simple terms. But!!! The human body is anything but simple. So our skin has a resistance of 10^5 ohm and acts as a capacitor. So you must also determine what the Voltage of flowing current in the linear conductor is. And if an object acquires that speed on a linear conductor with properties similar to the human body, it will accumulate charge like a capacitor but at a slow exponential rate, which means it will avoid lots of electrons and will be able to keep contact with the conductor for far longer than rest state, without getting fully excited by the electricity in it.
