This an excellent time to start developing a new skill. And since you already know how to play the guitar, you would have already developed a fairly good sense of rhythm and pitch. What is required for vocal training is a little time (which you have right now to spare), discipline and patience:). Your vocal instructor will do the rest in developing and preparing your voice.

We cannot bind art forms by age.:). Hence 23 is just a number here. What matters is your willingness to put in the required effort. A regular 20-minute practice session to start with would see you a long way in this discipline.
