Because they are the fundamental quantities based on these quantities there are derived quantities
For example
Acceleration which is a derived quantitiy from length and time I.e. with unit m/s2
Similarly force is derived quantity from mass,length and time I.e. with unit kg m/s2

since it is Non inertial frame so will have to apply pseudo force in opposite direction
Reading of the weighing scale = Mg - Ma = M(g - a) = 50 ( 10 - 9) = 50 N
Note:- the unit of acceleration is incorrect it should be m/sec2
